What Is the WhatsApp Business API? A Practical Guide for European Businesses

How the API differs from the free Business App, what it lets you automate, how message templates work — and how to launch without GDPR headaches.

For many customers in Germany, Austria and Switzerland, WhatsApp is the app they open most often. Businesses that can be reached there — reliably, quickly and at scale — have a real advantage. The WhatsApp Business API is the technical foundation for exactly that.

Business App or Business API?

Meta offers two products for companies. The free WhatsApp Business App runs on a single phone and suits sole traders with a handful of chats per day. The Business API has no app of its own: it's an interface you connect to a platform such as chatbot.ac, which adds a shared inbox, chatbots, campaigns and integrations.

  • Business App: one device, manual replies, quick-reply shortcuts, basic catalogue.
  • Business API: unlimited agents, automation and AI, CRM integration, high message volumes, analytics.
  • Coexistence: you can now run both on the same number — useful if your team loves the app.

What the API makes possible

  • Transactional notifications — order confirmations, delivery updates, appointment reminders.
  • AI chatbots that answer FAQs, qualify leads and hand over to a person with full context.
  • A multi-agent inbox so the whole team can work from one number.
  • Opt-in campaigns using pre-approved templates with images, buttons and documents.
  • Integrations with your shop, CRM, helpdesk and payment provider.

Templates and the 24-hour window

When a customer writes to you, a 24-hour customer-service window opens in which you can reply freely. Outside that window — or when you start the conversation — you must use a message template that Meta has approved in advance. Templates keep spam off the platform, and a sensible mix of template and session messages is one of the biggest levers on both cost and engagement.

GDPR: what to get right

  • Collect explicit opt-ins (website checkbox, double opt-in, keyword in chat) and store proof of consent.
  • Sign a data processing agreement with your platform provider and check where data is stored.
  • Never upload your phone's address book — only message people who chose to hear from you.
  • Make unsubscribing as easy as subscribing, and honour it immediately.

Going live in five steps

  1. Choose a platform partner to host your API access.
  2. Verify your business in Meta Business Manager and connect a number not used by a personal WhatsApp account.
  3. Set up your display name, profile and consent-first opt-in flows.
  4. Create your first templates, chatbot flows and inbox routing rules.
  5. Test end to end, then launch with a welcome journey and a clear path to a human.
The companies that win on WhatsApp treat it as a two-way relationship channel — not a megaphone.

Is the API right for you?

If more than one person answers chats, you send more than a few hundred messages a month, or you want to automate repetitive questions, the API typically pays for itself quickly. Smaller teams can start with the Business App and move later — coexistence makes that switch painless.
